Congrats on getting a proper tea dress! That's the outfit I liked best out of all the new ones... quite tempting.

I don't know about the questions... my only guess about the hat thing would be that AG didn't want to cover any of Felicity's face with the bow/hat in the pictures, but technically it should tie in the front. Good luck figuring it out and enjoy your new dress!
